There are many ways to find truly interested affiliates for SFI, but I believe your question is two-fold, so I'll answer the first part first.
To find interested affiliates, you only need to market to a target audience. When you market to an audience that is wanting what you are offering, you make a catch. That's the problem with many marketers - they use their marketing campaign, but never advertise to those that want what they have. Think about it, why try to sell fur coats to Hawaiians? It doesn't make sense, exactly! Instead, find out what Hawaiians want and find a way to package what you have to be what they want. Simple.
The second part of the question was "who will remain active..." This one is tricky because there is NO WAY of knowing who will remain active, but I would suggest that the more you market and the more you stay faithful to your affiliates' growth, the better chance you have of them remaining active.
