According to my short experience, you can't. With my first PSAs I tried everything, I offered them all help I could provide for them and nothing. I even offered some gifts if they become EA2. Some of them haven't even answered my e-mails.
To be a good sponsor, you have to provide necessary help to the people who want to work. You will always have people who just joined because they were curious or who thought this is some fast earning scheme. Maybe it is not the right moment for them to start this job, maybe they will just start again after a while and we can't pull their sleeves.
