In my opinion, the easiest way is to lead by the example and being consistent. Therefore, you should first of all present to them the actions you take for duplication, discuss how effective they are and what benefits do they bring. Once they see that you "do what you teach", they may be more willing to follow your example.
A good starting point might be discussing "My Earnings" panel under "SCOREBOARD" with them, too. I mean, to demonstrate that it is not so important how much they buy/how many VP they generate as long as they remain EA) as how many active affiliates they bring into their organization and how effectively they teach those affiliates to do the same - this is best illustrated by Direct Commissions section.
Then, to encourage them to become Team Leaders and teach their Affiliates do the same, point out to the Executive Pool section, second line from the top, and explain that they'll earn VPs from the EA2s in their downline once they become Team Leaders (the higher level, the deeper it reaches).
You might also stress that becoming a Team Leader (BTL, for example) may also be achieved by recruiting active affiliates who become and remain EA2s (100 VP for each of them) or Team Leaders themselves (TO-DO LIST: Team Leadership & Support).
Simply put, show them all the benefits of duplication, all the coming attractions of having a wide and deep organization built.
Design a series of letters to discuss those points and you can expect that the most active of your Affiliates will follow your advice.
