I think it depends on a couple of factors e.g How financially stable you are yourself and if you could afford to do it lest you end up stretching yourself thin. SFI is meant to improve our lives not to render us worse off so i would say :
1. the best way you could support your hard working PSA & CSA would probably be transferring some TCredits to them to enable them to participate in auctions and earn VPs in the process whilst at th same time they stand the chance of bidding for the resources that they need to support their business such as the S-builder units, PSAs, CSAs; gift cards and so on.
2. Secondly, You could set up an S-builder co-op unit without expecting your PSA/CSA to contribute financially to advertising then allocate the sign-ups from that to your down-line as they are financially challenged to contribute towards its expenses; this will be the greatest financial support which i believe your down-line will very much appreciate.
