That's a great question. In my opinion you should be doing both. I would start out with a few PSA's and work with the ones that want to work to build their business as it is very tiring trying to get someone to work when they don't want to. Once you have those ones working well and not needing your help as much then you can add another group of new affiliates and continue to work with them till they are confident then go onto the next lot.
