Very interesting question but there is no sure shot answer to this. It will depend from individual to individual and situation to situation. My take on this is as follows:
"I prefer quality over quantity".So i will go for recruiting fewer PSAs and concentrate on coaching and mentoring them to get started and build their own team of active affiliates. By doing so, i will be indirectly building my own team of active members. If I go for continuously sponsoring affiliates and don't concentrate on coaching them, it might be that maximum number of my affiliates may loose interest and quit SFI. In this scenario i will be left with very few number of affiliates to train them. So why not to devote time to those few affiliates and make them successful than wasting my time behind so many and getting nothing out of it.
So in nut shell, it's always better to "go for Quality than Quantity".
