It is advisable to concentrate on both. Your downline is dynamic therefore forever changing. Whilst you can be an awesome sponsor and encourage maximum productivity from your team members, you have no control over their personal lives and so your best workers may drop out at any time. Which is why I think it is best to continually sponsor new affiliates. By all means concentrate on the ones who are in your '[movers' tab but you can't afford to think that you have enough affiliates in your team.
I think the marketing funnel helps to answer this question well. At the top of the funnel you may have 100 prospects aware of your opportunity. let us say that 50% enter the consideration stage. Out of that 50, 10 people actually convert. You may feel that 10 is a great number of affiliates especially if they duplicate your efforts but the funnel hasn't reached it's smallest yet. After a month or 2, you may find that only 1 of those stays loyal and becomes a model SFI member. A couple of months later, you may get 2-3 conversions coming back for whatever reason. They may have searched the internet for the get rich quick scheme asnd learnt it is just a dream and remembered SFI. Theuy may have felt they weren't ready but now are.
You see how dynamic your downline can be?
For this reason you cannot afford to stop recruiting new members into your down-line. If you feel you have to many PSAs to be able to give them your undivided attention, you can always re-assign some to one of your PSAs that you feel are capable of giving them the same care (maybe even better. You will still get the same commissions from them if you re-assign them to another PSA in your downline. If you're worried about what will become of them if their new sponsor leaves, allay your fears for they simply get rolled back to you. This looks to me like a win-win situation.
So to summarize:
Concentrate on coaching those few really good affiliates but don't stop- sponsoring new ones because your downline is forever changing. I would like to add that while one to one coaching is awesome. We have the group mailer with all its brilliant filtering system to help provide that personal touch even when your downline grows to 1000s.
