To decide how many times to contact down line are depend on your purpose of contacting and kind of affiliates you contact.
Your purpose of contacting: Every time before you send mail to your down line you must keep in mind what is your purpose of the mail you are sending, greeting, weekly team mail, cheer up, challenge, reward, answer question, guide him some useful tips, or congratulations etc. If you contact your down lines without purpose even one time of mailing is too much, but if you have the purpose, especially a good purpose and sending at the right time, how many times of contacting is not the question. I have an example of mailing without purpose. I have received two mails from my co-sponsor he sent it to check if I opt out or not. He knew nothing about my performance in SFI, since I am a STL from the first month I joined SFI, and then in #3 of my class power rank, underway on round 6 of E365 championship contest. Before these two opt out check mail, no cheer up, no reward, no answer (I asked him a question.), no guide, no congratulations, and nothing at all. You know the feedback of these without purposes mailing! In contrary to my sponsor, I receive every purpose mailing said above from her and at the right time!
Kind of affiliates you contact: Please keep in mind what kind of affiliates you are contacting, active affiliates who are advancing, dormant affiliates, or no longer log in affiliates. Divide affiliates into these three groups and then set your purpose of contacting. In general, you can use weekly team mailing which has the same content and the same purpose to alert, to guide or give some tips to all kind of affiliates. For this kind of mailing once a week is enough. However, for another kind of mailing, personal mailing, is depend on individual affiliates because you must have different purpose and contact one by one, to cheer up, to challenge, to reward, to answer questions, to congratulate etc.
How much is too much of contacting down line has no rule. It is depend on purpose of contacting and kind of affiliates to decide too much or enough.
