I don't think you need to "get" your PSA to submit a sponsor's rating and comment, let me explain:
For you to be able to submit a rating, you have to be at least 2months old in SFI. That said, if you have been doing what you need to do to grow your business, then at this point you will have a pretty good idea of how SFI works, and will be familiar with your home page (that's where you see the alert to give a rating).
This rating gives 10VPs, now any hardworking SFIite knows that VersaPoints are like Golddust, and 1VP means alot, talk less of 10! So from this angle, I won't need to be reminded.
As a Sponsor, if you do what needs to be done, you won't have to get you PSAs to submit a rating. I agree this is a business and we are all business associates, but I believe in creating warm relationships even in business. Make you PSAs your friends, treat them like family, be there for them, let them know you care, "people don't want to know how much you know, until they know how much you care", don't send mechanical mails and news letters, everyone responds to warmth. If i get treated like this, I will give a 10 rating if possible.
(This is by the way, I was on the Forum and I kept on running into this Teamleader who I could tell from the way she sounded that she treated her downline like family, I sent her an A2A request immediately because I want to learn to be that way....)
On the other hand, while keeping your eyes on their VPs ledger, if you notice a rating has not been submitted, and the 2nd week has gone by, then I think a gentle reminder in your stream post will suffice.
