First of all,
never give up of your downline, no matter for how long they are inactive.
Stay in touch with them with your weekly Genealogy mails, at least, in that case they will know that You and their Business are still waiting for them.
Second,
"lead by example", in this case means to show them the results which you personally made in SFI as their sponsor / leader since your beginning, also the results of some other members who already reached some goals, ranks etc...Show them proves that SFI is working for you, so they can start to believe it will work for them too, show them Success, because success attracts the same.
It is very important to try to connect with them on more personal basic ( email, social networks, like Facebook, etc.), named letter on their own name...whatever, just to make them sure that you are not some kind of machine, but real person and their friend who is already successful and offer the same possibility to them.
So, you are "offering" , not "asking" from them anything.
In any case, be sure they still want it and they still need you.
