Here is my answer to your question. It may not be what you want, but this is my opinion.
First, I believe there is no one best way of encouraging your inactive affiliates. Creativity may be the key here.
So many affiliates just join and then don't even bother to confirm their Email address, or if they do confirm, that's as far as they go. I do believe that sending a welcome message may help, but many times I do not get a response. Other affiliates start out but get discouraged when they don't get paid right away. Encourage affiliates by helping them understand that this business, like any other business, is not a "get rich scheme" and that success does not come overnight. It takes work, hard work, to build any business. It takes investment of time and resources. It takes imagination as well.
Encourage affiliates by telling them that you are there every step of the way if they need help and that their upline and others in A2A and the Forum are here to help as well. Support is also available.
It may also be good to offer a gift certificate or TCredits or some other item to help them get started. Check the affiliate's profile (if available) and see if sponsoring affiliates is something he/she feels able to do at this point. If so, place the affiliate in a co-op (if you have created one).
These are things I try to do. Sometimes it helps. Other times it doesn't. Whatever you do, don't give up on them, but keep moving and communicating with all your affiliates and help those who really want to work and are willing to receive help. Keep sponsoring affiliates and referring customers so you don't burn out. If you do these things, you will go far with your business, no matter what curve ball is thrown your way.
It has been my experience that those affiliates who really have been working with me appreciate all the encouragement I do give them. For example, one of them really needed some TCredits and asked me for them. He became an EA shortly after receiving them. In other cases, however, despite offering inactive affiliates TCredits or co-op shares or gift certificates, those affiliates, as of now, have not responded. However, unless they ask me how they can stop receiving my messages (and some have done so), I will continue to send my weekly messages to them.
