Keep in contact with them let them know you are still there for them, never give up on them. Give them all the information you can and keep a positive outlook on what your SFI business is doing, by the actions you do with your To-Do-list and your Standing orders and keeping up with TripleClick. Then all of a sudden they start working on their business you will know right away.
Tell them in your weekly letters that you are there for them and will help them any way you can, when they are ready, (some may need time to process the information you are giving them, just be there for them when they need you) and answer all they ask of you or point them in a direction they can get the answers to their question.
This is just what I feel and no matter the why’s or what’s of how an affiliate has not been active may be not knowing where to start they may of missed the welcome letter or have just not been able to get back on to the site. So you just start again, on giving them the where to start page and take it one step at a time.
