I believe the first thing we need to ask is were they legitimate affiliates to begin with. You know, just like I do, that there are many affiliates who joined who were never going to become full affiliates. Sometimes, we spend our resources trying to bring back affiliates that were never affiliates. So when I answer, please understand the premise from which I speak.
I was an inactive affiliate for about 4 years. I joined because I thought it was something I'd try, but it was something that I really didn't care to put much effort into - so I quit. My sponsor NEVER sent me a message and I NEVER got a contact from my co-sponsor. It just happened that, as I was searching online (years later) for a home-business, I remembered that I had started with SFI before. I found my username/password, logged in, and started working.
So what's my advice... always keep an eye out for those who are occasionally logging in, there is still some potential. Watch those that are doing a little, they may actually come around and start REALLY working. Be proactive with those that WANT to learn. They are your keys, they are your workers. They are the REAL deal...
I know this didn't fully answer your question; however, I believe that you should ONLY spend your resources on those who want to learn - period!
