Well in my welcome letter to my new affiliates I never differentiate between a PSA and a CSA. Every affiliate must be treated equally with the same will to help them succeed.
When I started in SFI, my sponsor or co sponsor hardly came in touch with me ever and that felt as if I was all alone with no one to guide me around. I decided that this will never happen to any of my down line and since then I have tried to be available always for my affiliates. This not only has boosted the morale of my PSA's but more so of my CSA's who were not been given enough attention by their own sponsors.
If the CSA is not progressing past where he was when he was given to me, I try give him exact instructions on where is he/she falling behind which I do by answering some of his unasked questions. Sponsors can do this via group mail. And then answer them individually if they write back to you.
