I think you first have to answer the question of why you would want to re-assign people. Is it because you're being lazy? Or you bought a bunch of signups and don't know what to do with them? Or are you looking to help those people?
If you approach re-assignment as something to help you to make money, then it will probably backfire on you.
If you re-assign people to help them with their own business, then your team will grow.
You need to consider the needs of the person being re-assigned, and the needs of the people that you will re-assign to. If you are helping both people, and your own business will benefit, then it makes sense to assign people within your organization. Otherwise you should probably just leave things alone.
