I reassign PSA's to all of those that reach my top 50. More to those closer to the top (what ever you can afford). If you dont have 50 yet, that's ok they will come.
Remember to concentrate on your most motivated 5. How frequently have they loggeed in, are they continually accumulating VP, are they sponsoring, how are their sales, are they copying you, etc. for anything you want your criteria.
Do they know what you expect and how to achive it? You have to give them a performance goal to achive to get the reward for their performance.
