I think you no need to put a limit on this statement, as long as you have more than 2 PSA's, then you can do the reassignment, personally, I hope can get as many PSA's as possible, because that will increase the percentage of active PSA's, which means I can earn more direct sales commission and increase ineligible matching VP.(Only PSA's can reassign).
Back to your question, reassign PSA's to downline is a way, a clear statement to show your active PSA's that you are happy and appreciate about their effort, you willing to support and help them in any way you can.
For example, you assigned PSA (B) for PSA (A), PSA (A) had earn direct sales commission from PSA (B), he/she was very happy and start to improve and even more hardworking. Beside that, PSA (A) also got the opportunity to earn 120 VersaPoints for sending weekly team email.
So there is no bounder on having enough PAS's to reassign, but, reassign PSA's as rewards for active PSA's and become a awesome team leader is the key in reassignment.
