Well I would say both contact are of equal importance depending on the individual at the receiving end.
Why?
The initial contact is crucial because first impressions matter a lot.
If you are talking to a sceptic, you need to have your facts at your finger tips and know what you are talking about; you need to be able to prove with evidence if asked to by the new contact.
Then if it is someone who is carefree and takes things at face value, then the initial contact is wasted if you cannot do a persistent follow-up.
Some people need that extra push and a lot of talk to convince them you are serious and mean business.
So in both cases the ball is in your court as the initiator, to be able to determine what category the person you are talking to falls into.
Having done this, it will help you plan the right strategy to use in making them understand and see the reality of becoming a successful Affiliate themselves.
I will conclude by saying both the initial contact and the follow-ups are important; if you make the so.
Because the work doesn't even end there; if they sign up you still need more follow-ups to build them into your team and encourage them to also build their own team.
I hope my answer will help a little, and I wish you every success.
