On my point of view, these 2 actions cannot be comparing because they have different aspects in terms of actions. Both of them are important in order to get PSA.
Initial contact, this is your first move that needs to do in order to get PSA. You can do this by sending email, calling by phone or sending SMS, set up meetings, chatting or any means of communication whether direct or indirect contact.
By this action, you can start introduce SFI as your business. You can use different marketing materials like, (brochure, postcard, X-card, gift card) to promote and to convince your target contact. If you think he is more interested with sales, introduce first the TripleClicks rather than SFI.
After the initial contact, your next step is to follow-up him. If possible, give him some tips and advice once he signs up or tell him that don’t hesitate to ask you if he wants some clarifications or assistants. If he still not doing any actions doesn’t immediately give up, try to convince him once more. If you think that your accomplishments or achievements in SFI will help you to convince him to join in your team, just show it to encourage him.
Therefore I can say that initial contact is your first step and follow up is your next step. So both have equally important to get and to convince PSA.
