As soon as you have PSA's that are eligible for transfer.
Reassigning PSA's is a great tool for helping your downline, especially helps new members have some downline themselves. The hardest part of starting out is getting a downline especially if you have limited funds. Even reassigning inactive affiliates gives the new person the opportunity to gain 120 VP points for sending out a weekly newsletter. This gives them practice in writing the newsletter, and they might be able to activate someone that you couldn't. In fact, I have just noticed two people, who have been inactive, becoming active since I reassigned them to members from their own country and language. I reassign members to others from the same country no matter what level they are in my group. I do this in the name of their sponsor.
You can set up a contest where you reassign two members to anyone who reaches EA in their first month. This helps them to strive for EA, and also to reach EA2 easier in their second month.
I have reassigned my active members to people that I felt would be stronger if they made Btl. This has worked and even though I don't have the 5 EA2's in my 1st level, I am down to 5 levels and I have more than 5 who make EA2 every month in my genealogy.
Reassigning is one of the strongest tools we have as members. You don't have to be a team leader to use this tool. Being an EA2 and reassigning can help you reach btl.
