In my case, I'd try to make direct contact with personal messages to find out if there is any main reason. Many new affiliates simply find themselves overwhelmed by all the information presented and just assume its too complicated to learn it all. In these cases you can simplify it by pointing out the 3 steps and the compensation plan ... and what actions they need to take ... and offer to help them get started.
For others who may be feeling disheartened by a lack of results, you can use rewards. Offer Tcredits and reassigned PSAs for reaching targets/goals.
Some people just dont see the big picture or aren't willing to take the steps to be successful. You cant always tell who will be good affiliates and who wont so just keep in contact with them all with updates, motivations, rewards etc. and those who were really interested to start with, eventually should respond.
