Firstly, you now have more PSAs which is a good thing. We all know how much it costs both in time and money to get sign-ups, so if anyone gives your some for free, he's done you a good thing. Whether they are active or not is a secondary issue, after all you'll agree that most of the ones you signed-up yourself are inactive.
Secondly, you've been given an opportunity to to lead these ones and motivate them into activeness. There are several reasons why these ones are inactive one of which could be that your sponsor has not been a good leader to them. He/she may have so many of them and is unable to adequately cater for them. By re-assigning them to you, he has given you the opportunity to be a better sponsor. Lastly, you've been given a potential source of wealth. We've been taught to never, never give up on any affiliate. He's being inactive now doesn't mean he'll always remain so. I personally know many affiliates who never did anything when they initially joined, but picked up after a while and are doing so well now.
So embrace these re-assignments as a good thing and get busy being a good sponsor to them. You never many know just how many may become active later on. All the best.
