Being inactive for awhile won't cost them anything and if they have any kind of income or PSA's they will lose them permanently by opting out. If they opt-out and wish to rejoin sometime down the road they would have to start back over from square one. If they are having too much trouble getting started and that is their reason for wanting to opt out then you could always offer them some kind of assist. Maybe tell them that if they can make at least EA for the month you will assign them a PSA to help with growing their downline or another incentive that will encourage them to keep trying. Let them know that the only true failure is not to try at all. Slow and steady wins the race so they can take their time to build a long and lasting business.
