As far as I have experienced and discussed with my team mates, below are some of the top recommendations that I have.
1) Since a sizable % of the affiliates are coming from the developing nations and many of them do not own a four wheeler, the corporate team should think of introducing new concepts rather than making the decal compulsory for the WAVE3 membership. Many of my team mates doesn't own a 4 wheeler and some of them do not even own a 2 wheeler. In that case, if they cannot participate in this program, then I feel, others clearly have some advantage. This should be addressed.
2) Introduction of T-Shirts, Caps etc with TripleClicks and WAVE3 logos and ads. I understand that the membership is free now and if this is introduced, will significantly increase the membership cost. But I feel the team leaders should sponsor a limited number of memberships to his/her team (3 to 5 in a month) as a gift to the best performers or something similar.
3) Provision for the members to upload a quick 1 minute video showing them promoting TripleClicks and WAVE3 to the public (wearing WAVE3 TShirts and Caps). The best video should be selected for some prize. This will make it more interesting.
4) Introduce decal or something similar for the Two wheelers.
I have many more, but these are some of the top recommendations that I have. I am sure others will have better recommendations as well.

Will moving up my personal rank in SFI help to gain more trust from my downline members and help fuel further growth?

The answer to your question is "YES". By moving up the ladder, you are not only showing them the way, but also allowing your down-line to consider you as their role model. When they visit your Leadership Page and sees your badges and ranks, it will definitely inspire them to move up the ladder.
Once your down-line starts following you, you can be sure that you have crossed the first hurdle. This is the most difficult task. To get going... Once they are up and running, then it is easy to motivate them.
Be a leader rather than a boss. You should lead by example!

Has anyone tried the paid Facebook advertising and, if so, did it work/was it was worth the cost?

Yes, I have tried it without any success. No luck with the URL. I then started using my own website and my blog for advertisement in Facebook and started getting hits and sign-ups. I have also created a custom page in FB and using that for promotion. I am happy that I did not waste much money placing paid ads in FB.
What kind of rewards have proven to be the most effective for you for getting inactive affiliates active?

In my team meetings, my team members often told me about the "money" factor. So my way of doing things is by awarding TCredits and Gift Certificates to my movers. Competitions will definitely bring the best out of our affiliates!
When communicating with my downline, is it best to use the SFI email utility or my own email? What is the most effective?

As far as my style goes, it is always the SFI tools that I am using (PSA Mailer, CSA Mailer and the Genealogy Group Emailer). That's the best way to go. Only problem, I have faced/and am still facing is, the emails are queuing up and there is a definite delay in reaching the affiliates on time.
But, as I mentioned in one of my forum posts, it would be very helpful to make the emailers a bit more attractive so that HTML content could also be added just like our new forum. That will make the newsletters and all attractive.
Overall, the SFI tools are very helpful and easy in reaching out. If it could be made more attractive and fast in delivering emails, that's it!!

I know I should work with the workers, but how many follow-up messages should I send to inactive CSAs/PSAs before giving up on them?

This is a very interesting question and many of us are facing the same. We all are in the same boat.
As a leader, it is our responsibility to bring all of our team mates up to speed. We need to keep contacting them regularly. Many of the them might not even login to SFI Affiliate Center for months. But, who knows, there is a possibility that, one day they might turn up and generate more sales for you. So keep trying and please include all of them in all your team emails.
Another option is to get them on IM and discuss the benefits and explain them the business potential. Many of them quit or become passive because of ignorance. So as a leader, it is our responsibility to bring them back or atleast try for it. We might have to try many times. But we have to. We need to explain and motivate them and bring them back. If you have their contact numbers, try to call them up once in a while and have a chat. Be friendly to them and I am sure, they will respond.
You never know when they will turn up and start giving you business. So to summarize, below are my recommendations:
1. Get feedback/suggestions/issues that the team mates are facing and address those immediately
1. Include all the passive members also in your newletters, team messages, group emails.
2. Try to get on IM with them and explain the potential, clear all their doubts
3. Call them up and have a friendly chat once in a while
Hope this helps.

How do I encourage my affiliates to set up a Standing Order?

You need to lead by example. You have to make sure that you have setup your SO before asking your team mates to setup their SOs. Even if it is a small amount, say 1 TC or 200 TC, that doesn't matter. Set it up, whatever you can afford.
There is no point in forcing your team mates to go for a standing order. I am still having the "lack of money" issue when we have our team meetings. So when your team is having this issue, you should not force them to do that. It will negatively affect your business. Always, help them to build their business.

What do you feel are the 3 biggest keys to success with SFI?

To me, the 3 key success factors are:
1. Communication with your downline/upline members
2. Duplication - Leading by example so that your downline follows you
3. Sincere and dedication towards work, for that matter, any work that you are doing.
