Hello Sharon,
Just work with your Workers. Spend most of your effort on the affiliates that are on your Movers List. Click on the Movers Tab in your affiliate center, and you will be shown your most active affiliates.
NOTE: If you have another 100 affiliates on your team; SFI provides a plethora of tools to contact them all at the same time such as- PSA Mailer, CSA Mailer, and you can send a group message from within your Genealogy Tab.

Many affiliates seem only interested in the Daily To-Do list. How can I motivate them to do other activities?

It is normal that your affiliates are interested and motivated to complete their daily, weekly, and monthly To-Do-List actions. This is what they are told to do from the start. Other things such as- Advertising SFI, TC, or maybe even setting up an advertising co-op will all come together as your downline starts to get some familiarity with the SFI System.
So, just be patient with them, because it is a blessing that they are taking the initiative to be active affiliates.

Is it worth it to keep sending supportive emails to PSAs and CSAs who have 0 VP and been inactive for weeks or months?

In my opinion, yes it is worth it to continue to send supportive emails to (PSA's) and (CSA's) who have only 0-VersaPoints, because if it were myself who was unsure or maybe even skeptical about staying active in a program; it would encourage me to know that someone still cares about my future and refuses to give up on me.

WHO KNOWS- In the near future they could become your most active members...
So Yes, I Would Definitely Continue To Support Inactive Members.
