An affiliate logs in after a long period of inactivity. Should I acknowledge this? And if so, what should I say?

Yes, You should Definitely Acknowledge it! Having Active affiliates is an important key to your own success. So when when someone logs back in when in fact you thought you lost them is a reason to celebrate.
When they come back welcome them back. Tell them you hope they are okay because they were off for a while and let that be the only thing you say about them being away. Don't dwell on them being off. Focus on them coming back. Let them know that you are there to help in any way. Send them a gift certificate, T-credits or a TripleClicks Gift card. So they can really feel welcomed back.

What is the best way to motivate members of my downline to become Team Leaders and not stay EAs?

Let them know that while being an EA is good Being a Team Leader is even better! You get a lot more perks as a Team Leader and you get more shares in the Executive Pool and your commission Percentages are higher. Let them know that if they want to be successful in this business they have to move up in rank just as moving up in a higher position at a job results in more power and better pay.
Hope this helps!
Why should anyone want to become an SFI affiliate?

For many reasons. It's Free. You can sign up for Free and you are never required to spend any money ever! You can work the business every day for free. Its totally up to you if you want to spend your money. It's Fun. How many places let you play games,be entered into contests and win free stuff all while making money?? It's easy. You have loads of resources to learn how to do it and you have millions of people willing to help. And it doesn't take a lot of time. You can get on a few hours a day and still work at your full time job, take care of your kids, etc.
So, my question is Why wouldn't anyone want to become an SFI Affiliate??

Which is better for a fairly new ECA? Limit shipping to my region while my business grows or ship internationally from the start?

Personally I would stick to just shipping in your Region for now while you are just starting out. I would get familiar with the shipping costs and the weights of the items first and then once I feel comfortable move on to shipping Internationally when I get the weighing and shipping costs down.
I Hope this helps you out!

You should introduce yourself and telling them what your goals are in SFI,How long you have been in SFI, Where you are at and what steps helped you get to where you are at.
Also you can let them know that you are there to help them when and however you can. Reach out to them. Ask them questions about themselves to get to know them. Show them you care.

Log on to SFI everyday. Make sure you don't miss a day. Do all of your Daily Actions, weekly actions and monthly actions. Vote on the Answers on the Ask SC tab and also make sure you do your survey questions everyday. Those may be only 1 vp each but they add up when you do them everyday for a month.
You can make the most of your T-credits and bid or do the Zebra game to help you gain VP.
