Why is it important to have a good SFI account photo? And what makes a good photo?

For me the main importance of putting a good picture on SFI, is to look at you there all day and the photo can lift you up.
In the early days in SFI I put a picture where I was serious and that did not inspire me, just put me down, I wanted a picture where I look professional.
So seeing several people smiling on SFI, I realized that my photo had the wrong approach, in my understanding, and swapped for a photo where I'm smiling, I'm doing well in life, at a time when I considered myself a success. Now whenever I find myself in SFI photo, it lifts me up and I know I will be a success here.
This certainly applies also to other people who are seeing the picture on SFI, the more people see you doing well in life and as a successful person, more strongly this thought will have to take you to this reality, the success ! People will want to interact with you!

How far should sponsors go to help their affiliates move forward, is there a point you should not go beyond?

The old saying applies perfectly here!
You must teach people to fish rather than give them the fish!
All training and support as possible should be provided, but you should never do the tasks that your affiliates must make.
You can provide support and incentives through co-ops or contests, but never simply give financial support.
If you do that, you will become a crutch and when it is taken they will drop and your effort will not be rewarded!
Is it a good idea to reassign your PSAs to someone in their own country?

It's a brilliant idea!
It sure is a great incentive to your downline, especially if they are active affiliates. Being from the same country, they can better communicate generating an accelerated growth of YOUR TEAM. You will still get profit on the affiliate and will be encouraging both the affiliate who received a PSA and the PSA itself that was assigned, who may receive better instructions to move on and learn faster, and most of all'll be giving a great example that can be followed in the future by your down line.
I´m from Brasil and got some countrymen PSAs from my sponsor. It was a great encouragement to me!
But you must make sure to reassign your PSA for someone who will teach and encourages him as well or better than you do!

Should I buy PSAs or learn how to sponsor them myself?

This is a matter of time and money.
If you have money but have little time available, I would say that you should buy PSAs.
If you have plenty of time but little money to invest, you should learn how to sponsor them yourself.
If you have a bit of both, which is surely the best of the options, you should buy some affiliates to accelerate the growth of your team, and learn how to sponsor Them yourself to get in the future, affiliated with fewer resources, and mainly teach yours affiliates how to get affiliates for their own means.
