Let’s start with the new PSA that you acquire. Since they are fresh they need all the support that they can get. If they get good support from the start they will pass this behavior on to their downline. So with new PAS would be as proactive as possible. Include them in the weekly cycle and don’t forget to congratulate and encourage them, when they achieve one of the milestones.
Active PSA (EA and up) are your future. Show them that you are there as their sponsor; and keep them in the information loop. Set out some team challenge or reward them with: T-credits, Re-assign a PSA to them or send them a gift card.
Non-active PSA. Even a sleeping member can wakeup one day and become active. So by best guess is to keep them in the weekly cycle and sometimes send a personal message to see if they need any help getting started.

Sure contacting your Sponsor in the beginning and getting no response can be frustrating. I’m happy that my sponsor is active.
But as with all good and bad things in life, there is always a ‘but’ and there is nothing to worry.
Read all the SFI material thoroughly and if you follow the 3 SFI Basics you not necessarily need a sponsor to be successful.
1. Become an Executive Affiliate (EA) as soon as possible and keep that status
2. Recruit 5 PSA using the methods given by SFI.
3. Teach these 5 PSA to do these same three steps.
For yourself I would recommend to be the best sponsor you can be and support your downline to the best of your abilities.

How can we shift from quantity to QUALITY with our sign-ups?

I think it all depends on targeting the right audience. Weather it’s via blogs, paid advertisements or other channels.
Keywords can be an important matter to get to the right target audience to your advertisements. Furthermore lead generation is the ~ little longer way ~ but in my opinion the best method for conversion and quality signups.
Try to reach out to business opportunity seekers and capture their email. Then get them in an email cycle of soft selling or soft stimulation to finally make them sign up. This way you can first educate the users with videos and other interesting articles, before they signup. When they signup they already know about SFI and will be of more value then people who just signup because they what to see what’s inside.
Thats all....
