Which is more effective--paid or free advertising--and why?

Generally, Paid Advertising would be more effective.
Do not get me wrong though. There are some very good and effective Free Advertising options out there.
I say Paid is better because 9/10 times, free advertising would be very limited and restricted.
For example:
a free solo ad- you can send that ad once a week to 1000 unique people
a paid solo ad- you can send that ad every 3 days to 10 000 unique people
Free hits- you can get 100 unique visitors to your site/ad weekly
Paid hits- you can purchase credits used for acquiring hits (20 000/day for example)
Note* Those are only examples.
So you see, the paid option would give your ad a lot more exposure in a shorter duration.
Most advertising services/websites work on this principle. They will offer you the free option, but it may take your ad longer to get to the right people opposed to the paid option.

What's the best way to get new affiliates signed up without having to answer a lot of questions first?

You would then already have a "prepared" page for your potential affiliates to land on before they would sign up.
This would be a page consisting of all the common Pre-Affiliate FAQs and the answers along with examples.
This really makes things so much more easier- in both giving the potential sign-ups an understanding and filtering out the non-interested ones.
What is SFI? - Explain, with VP and Rank explanations
What will i have to do? - First Steps Assistance
How do I Start? - Guide them to the VPLedger
When can I Earn? - Explain, with Sponsoring, CSC, and Duplication
How much can I Earn? - The Sky is the Limit

How can I find affiliates who are truly interested in SFI and who will remain active?

Well, that question will have to be the question that is on every Sponsors mind.
There is unfortunately no proper answer to this, or if there is, i would like to have it as well please :-)... Jokes aside.
The only way to gain truly interested affiliates that will remain active is to sponsor, sponsor, sponsor. Keep acquiring sign-ups, giving assistance and showing them the way... if it fails, Rinse and Repeat- that is the only way.
With regards to PSAs, I had recently read that there is about 1 diamond in every 100 sign-ups.

How would it benefit me to transfer TCredits to my PSAs or CSAs?

Well, with TCredits, there is already so much much one can do.
So for a PSA or CSA to receive TCredits for free, would mean they will be able to bid, purchase or enter, thus enabling them to gain VP and in return, you have "climbing" PSAs or CSAs of which would therefore be beneficial to both you and them.
