I like this question because is clear that you have understood that is better to make some kind of investment in SFI and you have accepted it.
I'm personally spending less than 100$ to go ahead with my SFI system. I have an sbuilder and 125tcredits standing orders, just to make sure I'm an EA every month,
and I'm spending the rest of the money (roughly 60$), to generate PSAs. I prefer spend the money for PSAs generation rather than tc sells because on every 100 signups
I get between 2 and 5 PSAs that take SFI seriously and start making sells bringing me commissions anyway. I have pointed my SFI gols on building a massive downline.

What is the most effective design for a splash page to promote SFI?
Try to make it as minimal as possible. I have seen, couple of days ago, a transparent splash popup, in stead of a whole spalsh page, in the web page of an high level internet marketer that maked me stay on the page. (I'm not going to give you the link for obvious reasons) The idea is to get the "lost" attention of who is exiting your page more than a normal splash page, because a transparent popup in difficoult to read and they'll want to do it. A good Idea is to do someting like the first banner of SFI but all transparent...aswell the letters...the people is going to be able to read it only moooving the page on the bottom up and down. At list you'll get the attention! What to write in the popup is depending on the content site and on the targetting you are doing to get the traffic to your website. ciao
