Notice the signs first

1. If this affiliate as zero VP and/or never respond to you, simply leave them alone.

I would not recommend an auto-responder, especially when dealing with new affiliates who will need your guidance. It is better to set a time when you can respond to each individual. The only time I would recommend you use an auto-responder is to send welcome letters as those will be standard, other than that avoid it. Remember this, no one like to speak to a machine.

What is the best way of encouraging affiliates who have become dormant to become active again?

Hi

From my experience, the answer is nothing.

But you can continue sending message about the latest updates and improvements on SFI since they last logged on in an hope rekindle their interest. I always keep them informed about the latest development and the ongoing benefits such as daily competition.

You can also try out the TC gift cards, that may spark their interest to log on and spend that $12 but not sure it will get them active again.
