I know I should work with the workers, but how many follow-up messages should I send to inactive CSAs/PSAs before giving up on them?

You can give your workers a special mailing but contact the non active at least once a week. You never know they may have had a death in the family or have been in the hospital and can't log in.
What is the best way to help my affiliates who can't afford to purchase anything?

You have to INVEST to PROGRESS with this or any business. This not just money it's time and energy of logging in everyday following the to do list, launchpad, and vp ledger. Exploring the site and asking questions either using the ASK SC or of your sponsor or upline.
Will moving up my personal rank in SFI help to gain more trust from my downline members and help fuel further growth?

I agree with Lobo Good communication with your team will build trust with them. My sponsor is not that far ahead of me on ranks. But he talks with me everyday even comes by my job. The other thing is if you are doing "warm" these people should know you, so it should be easier for trust
