First of all, I find it quite interesting that this question was posted long before SFI even exisred! (1969)?
Regardless, I fully believe in the credo "No 'man' left behind! Unless your affiliate has voluntarily opted out, it is pretty safe to assume that they are still here for some reason! After all, every single one of us did sign up for one reason or another, right?! Perhaps there is a language barrier...maybe they just want to 'sit back and check things out' for a while...Plain old' fashioned, 'fear of the unknown' or general anxiety issues. There may have been a family emergency, a natural disaster, lack of funds, loss of internet, an unexpected illness or any number of emergency crisis situations that are preventing progression...
Who is to say WHAT CONSTITUTES A 'VALID' EXCUSE FOR NOT BEING ACTIVE IN ANYTHING??? Come on now, really? A perfect example of circumstances going beyond one's control that ultimately led to being completely incapable of signing in, completing tasks or even contacting upline or support, would be me!!!
My account was inadvertently suspended for 15 days in October! I not only missed out on all those VPs, TCS, potential sales days, etc...I was dropped back in status and thought to have 'left the building'!!!
Unless you have specifically been informed that your affiliate has 'left the building' voluntarily, do not ASSUME [*makes an ASS out of YoU and ME] anything! Continue to treat all potential 'leaders' of SFI, exactly the same! Yes, obviously, we pay closer attention to our Movers and any others who are actively making an effort to succeed, but never forget the underdog! They did not necessarily ask to be in that position!
