An affiliate logs in after a long period of inactivity. Should I acknowledge this? And if so, what should I say?

Yes you should embrace the affiliate, no mater how long the period of inactivity, you should always encourage your fellow affiliate in business. Welcome the affiliate back and let him/her know that you are always ready to help in any issue that is not clear. Let the affiliate realize the benefits of visiting sfimg.com daily. You can even tell him/her some of the goodies you have achieved at SFI by been an active member.

Why should anyone want to become an SFI affiliate?

There are various reasons that could make you want to become an SFI affiliate.
SFI program is free to join, and you can even start making your money the first day at SFI. You don't even need to be an internet expert before you can make it at SFI because of the ready made steps (trainings) available to put you through you success.
SFI can not be compared with any other affiliate program because of the transparency and various opportunities already set up to make you achieve your goals.

How can I support and motivate my team members without demanding too much or turning them off?

There are several ways in which you can support and motivate your team members. But the simplest and cheapest method am goin to lay emphasis on is mailing.
SFI as provide the powerful mailing tools that you can easily use to reach your team members without stress.
Start sending mails to your team from the first day you recruit them. Send a Welcome message immediately you have them, Let them know about the goodies at SFI and that you are ready to fully support them as their sponsor.

What should I do with PSAs who do not want to recruit affiliates or otherwise engage in duplication?

You should talk to the affiliate and let him/her realize the abundant benefits attached to having as much as possible downline. Let the affiliate know that the more affiliate he/she recruited the more successful the business.
Although having PSAs is not the only way to promote business at SFI. There are also other methods that we can use. But since the aim of doing business is generally based on income generation. It is better to use all the possible strategies available at one's disposal

Should I advise new PSAs to slow down and not qualify as Team Leaders so quickly?

NO. Don't advice your PSA to slow down. In fact its better for you to motivate your PSA to become a team leader as quickly as possible. Because the higher your PSA rank, the more your success. What you just need to do is to teach your PSA to focus on recruiting as much affiliates as he can. And also teach him how to become a good sponsor too. I think this will go a long way in promoting your PSA and your own business too.
