Yes buying few affiliates every month for 3 to 5 years from S-Builder Co-op is quite handsome. I don’t know what you consider as SUBSTANTIAL. The point is, if some of PSAs become self active & succeed to maintain their EA level then you will be lucky enough to have what you say SUBSTANTIAL.
Duplication is an art to make more benefit of them. Continue to help/support your team then you may go beyond your expectations. The answer is YES but you have to prove yourself a good LEADER. So prove yourself a good leader too..

Go to movers tab and see all your down line. Who is doing well otherwise send them a follow up or help boost.

SFI provides you every type of knowledge you need.
I suggest do what ever you are doing to get your EA level and retain EA level.
Build a strong team (downline team) and follow up your movers to be a successful leader. Try to recruit maximum affiliates utilizing all your efforts (http://www.sfimg.com/Training/SponsoringTraining) and procedures (http://www.sfimg.com/Resources/Marketing/StandardSponsoringMethods) to make strong powerful working team. No Leader is a Leader unless has got a strong team.

Why do people join? Simple, for their betterment.
And then do nothing? This is a critical question. Well what I conclude is, they think they will find a pie, ready to eat. When they observe it’s not like that, they become idle.
In my opinion SFI is a very comprehensively huge institution where a lot of devotion, interest, patience and enthusiasm are needed to achieve the desired goal. These people may find it practically difficult. So they refrain from logging in.
What should I do about it? This is a very beautiful question. This is upto you. How you convince them & make them work. You should teach them what is SFI & explain how it works.
Now if you are a good teacher, a good programmer, a good controller, a good lecturer and/or good professor you will positively succeed to convince & make them work.
You should follow them on team mail every day.
Show them a beautiful bright picture of SFI. Explain them how they can make lot of money beyond their thoughts.
Offer them your continuous help.
Give them useful tips to move forward.
Keep in touch with them..
Remember your comprehensive command will rule..
