What would be your best tips to build a strong team with real active and motivated members?

Use your welcome letter to entice them into exploring your Leadership page. With it, you have several options for blog posts, your favorite TC items, your best tip, etc.
Send regular weekly emails with precise suggestions for learning activities, like mentioning specific Launchpad lessons to back up your message; suggest a particular training piece, giving them the directions to its location. Consider having contests for a few TCredits for ones who can correctly answer simple questions from your chosen lessons.
Anything you can suggest to your newbies within the first 2 or 3 days they are here that will get them involved and learning will be beneficial for everybody. Take the time to answer their questions, no matter how silly you may think they are - they are serious to your affiliate.
Remember that no matter what you try, some will do, some will not. You cannot force anyone to learn and apply, so just keep recruiting and supporting to your best ability, eventually you will have your active members!

How do you turn affiliates' EMPLOYEE mentality...to a BUSINESS OWNER mentality?

Once they stay active for a few weeks, start asking THEM questions about how they might resolve an issue you are having (whether it's real or not) to get them thinking like an owner.
Or explain your dilemma with having to choose between doing this now, or later? Which do you think would help me more?
One, they will be pleased you have asked for their opinion or advice!
Two, you will have gotten them into thinking as an owner, and once that sinks in to them, they will be surprised, then pleased to realize... YES!, I CAN run my business!!

What are the best ways to track my ads to know which are providing the best results?

Look under Power Tools tab on home page for KeyCodes. There you will find a thorough explanation of what keycodes are, what they represent, how best to use them and when.
When you get your advertising started, keep very clear, specific information about the codes, ie: where you have put them, when you started that particular campaign (date), how long it is to run, what days and/or times it will run... You need to keep records that will tell you pretty much at a quick glance which ads/sites are the most productive for you.
Then you will be able to analyze all your data, learn what should be your next move.

Which will better help me attract affiliates...promoting TripleClicks, or promoting SFI?

I would think you should, in order to attract PSAs, promote SFI first, with a smaller concentration on TripleClicks and its benefits.
If you want PRMs, you need to promote TripleClicks, and possibly SFI later, if they are interested.
Since your question asks about attracting Affiliates, I am inclined to say you should stress the financial possibilities with SFI (residual income from downlines, CSAs, PRMs, etc.) and add the information about the purchases to be had from TripleClicks, as well as potential revenue from PRMs' activities, as an additional revenue benefit of TC that they might also like to concentrate on.
If you are referring to potential TC PRMs, talk to them about becoming an ECA, as well as transfer buying from TC, saving them trips to the store.
Best decision is to attract prospects, and find out during your initial contacts which would be more interesting to them. They can always change their minds later, and go for one or the other, or decide to do both, as affiliates do:))...

How do you work with and motivate an affiliate who has very limited internet access?

You should work with an affiliate with limited internet access the same way you do one who has full access.
The difference is teaching a limited access PSA how to use the Vacation Mode to preserve their VersaPoint Streak using the Vacation Mode. It will, however, take one day off their streak for every day it is active, so they may have to forego the Streak until they have a better internet connection.
It is very important that they get as much accomplished during their limited time as they can... Launchpad lessons done, daily chores, games, etc., all of which are important to their advancement. They may have to use more local advertising than online until their internet improves.
If you are local enough to them to use the phone, try supporting them that way as much as you can. Or mail them a letter every few days, telling them the things you tell your "internetted" affiliates.
A difficult situation, but hopefully some helpful information for you both:))...

Personally, I like ecards the best.
There are several to choose from, "I can help" seems to work well for me, and "tips" are not bad, either. These quick little notes can help to uplift someone who is struggling, and might just come at the best of times for them.
Stream is also a good way to reach all of your downlines at once. I have sent suggestions; upbeat comments on something new at SFI... anything I think will help keep their attention and help them stay focused.
Last, but not least, team mail weekly. That does require 2 letters, one each for both groups, but still worth the effort.
Going the extra distance is what helps create awesome sponsors - of you AND your downlines!!:))...

All the things you could say to such an affiliate boil down to, simply put, "Rome was not built in a day".
You can point out to them that while their SFI business does not have a physical store with employees, electric bills, supply issues, etc., it still takes time to build a successful, profitable business! Have you ever seen a new business that does not have the owner visible all over the place? Ask that person how close they came to quitting when they first opened their doors!! Patience and faith in themselves and their goals is what gets everybody through the tough times until the success begins to come:)
It always takes more effort at first when starting a new venture, and will seem as though the effort is not worth the return. Remind your affiliate to have patience and pin his goals on the wall where he can see them daily so as not to forget why he started SFI in the first place!
If he hangs in through the thin times, he will be doubly grateful when the thick times come!!:))...

What kind of ads and/or campaigns will work in NEWSPAPERS to sign up new affiliates?

I would suggest to structure your newspaper ads short and to the point, similar to tweets for Twitter ads.
Place them under headings like "Income from home", "Retirement Income", "Jobs at home".... Short and sweet, entice them to your websites where they can see your full ad campaign, being sure to use separate keycodes for each newspaper ad so you know where your site visitors are coming from.

Place your advertising for specifically American markets. Wherever you advertise, always include the statement that Privacy Maxx is only available to United States residents.
Other than the availability disclaimer, handle your advertising just as you would for any other product. Try to use ad sites that will include viewers from all countries. Our world is rapidly shrinking due to the internet and cell phones, so reaching your targeted US market should yield you some good results without too much difficulty.

I would suggest to keep sending weekly PSA mails, keep your stream posts current, keep your advertising fresh and current, especially if you use sites like Facebook, Twitter, Pinterest, etc.
Hopefully, they may eventually stumble across an ad of yours that will entice them back to SFI, and they will contact you.
Otherwise, remember that some will, some won't, and keep recruiting new PSAs/PRMs. Buy PSAs through S-Builder, PSAs to Go, auctions, Bid & Build (from auction bids). You keep recruiting, you will eventually have your active team to sponsor!!:))...
