Your question touches a very sensitive matter for many Affiliates since, at least in my opinion, the majority of them suffer from not seeing the results they expected...
Let me offer my anser here, a short and simple one: in my opinion it all depends on the type of advertising you use and on your communication with your Affiliates and Co-Sponsored Affiliates.
As for the advertising. If you use multiple forms of free advertising, like traffic exchanges, safelists, text ad exchanges, you are not only competing with millions of similar entrepreneurs, but you also direct your ads to the wrong audience. Think for yourself, why do you advertise at this particular safelist, for example? Because you want to extend your reach! Why are others advertising there? For the same reasons! People are geared to offering/selling more than towards buying/joining opportunities.
The thing is quite different with paid advertising since the ads are picked up and clicked by people looking for an opportunity to join/a product to buy... They are looking for another chance to earn extra money, so they'll click the add and most probably join the opportunity you offer.
With paid advertising you'll get more Affiliates in a shorter time, but it may cost you a lot, and nobody can guarantee that those Affiliates will be/remain active. Since, however, it is also a numbers game, the more Affiliates you sponsor, the higher the chance of having a few active ones that will not only let you earn commissions, but will also build their downlines, which will also contribute to your earnings.
The second issue I mentioned above is communication (although I could have also mention honest, consistency, and leading by example here).
You have to communicate with your new downline members, and you have to prove yourself worthy of their trust, i.e. how can you demand your Affiliate, for example, to set up a standing order if you don't have one yourself? How can you recommend buying services that you don't buy yourself? How can you tell them what action to take if you don't take the action yourself?
As I said, you have to communicate with your Affiliates and it must be personal, too. I don't mean writing to each of them separately. We have group mailer here, but the messages must come from you and not be copied information of what you find at SFI pages. Also, the information you provide must be reliable, and they must see you as their leader not beacause you recruited them, but because your actions are consitent with what you try to teach them.
That, in my opinion, is the reason why some are more successful than others here, also in terms of time. So, sorry to be blunt here, if you don't have a budget, if you're not willing to take the action you'd like your Affiliates to take, if you're not willing to communicate and network, you may wait years for your success here, because your recruiting power will be significantly lower, and you won't be able to set the example for people you eventually manage to recruit.
