Should I advise new PSAs to slow down and not qualify as Team Leaders so quickly?

I would hesitate to discourage a new PSA who is eager to work, but I would insure that the individual kept their expectations in check. I would discourage the individual from buying their rank, and impress upon them the importance of building a team. If they are ready to engage prospects and to work constructively with them, I would certainly encourage them to forge ahead.
You can hold the rank of Team Leader by simply amassing the required points, but one is not a team leader unless they have a team to lead. If the sponsor has down line members that they are willing to reassign,it might be good to give the PSA a few folks to work with, and guide them if they solicit your help.

Form the habit of signing in each day and doing the daily Red Tab Tasks and To Do List
Ask Questions of your Sponsor
Learn all you can and apply what you learn.
Do the Launchpad Series at least once a Day for your first 30 days. More quickly if you wish.
How can we determine beforehand what are good spots to advertise?

Unless you are advertising with other folks in a co-op arrangement, it's virtually impossible to determine in advance where advertising will be most effective. The only way to know if advertising is effective is to make somewhat of an educated guess and track your ads carefully. Use Key codes, keep track of different ads in different places, don't be afraid to tweak your plans and change things that aren't working, but be sure to set reasonable time frames to give your placed ads a chance.
Network with your upline and peers and help each other.
